My Boyfriend Won’t Buy A Carpet?

My stair carpet and bedroom carpet are falling apart (thread bare). My boyfriend has said loads of times that he will purchase 2 new carpets. He has the money but just won’t do it.
I have just brought a new coffee table, rug and pots and pans, so i’ve kept to my side of the deal.
He was the one who told me yesterday that there is a 70% sale at a carpet place near us, yet when I asked if he was ready to go he said no, we’re not going.
Also he won’t give me the money to buy the carpets!
How can I get him to get the carpets!?!
